New House bill from Rep. Maxine Waters would stop revolving door at the FCC

TheHill.com notes that Rep. Waters is "battling her own accusations of ethical misconduct." She has introduced the "MERGER Act", whose name stands for Merging Entities Regulatory Guidance and Ethical Reform. It would have prohibited FCC Commissioner Meredith Attwell Baker from taking the top Washington government affairs job with Comcast, just four months after she voted on the merger of Comcast and NBCUniversal. Baker has said that the job at Comcast did not open up until after the vote. The MERGER Act would institute a one-year waiting period. Under current rules, Baker is prohibited from lobbying her own former agency, but she is free to talk to members of Congress, for example. Rep. Waters' bill would also let the FCC ask groups that file comments on various proceedings to disclose political contributions they have taken. As a Democrat, Waters does not have the clout that a Republican would in the current House. Several Republicans are pushing legislation they say would reform and streamline the FCC, but Waters says those efforts would "diminish the Commission's capacity to implement rules and reject mergers."
