Vancouver's "Shore 104" is accused of "trafficking" – being sold too soon

From today's TRI Newsletter: “Trafficking” – flipping stations before the law says you can – isn’t something the United States' FCC worries about, with its much more free-market bent. But in Canada, the CRTC regulator is serious about its two-year time limit for recently-launched stations, and that results in a rebuke to CHHR/Shore 104 owner Shore Media Group. The station owner pleads that as a standalone adult alternative station, it has run into financial problems. But a stern CRTC says that is “a condition Shore Media brought on itself.” Shore is the new Vancouver-market station that agreed to swap frequencies with Saga’s KAFE in Bellingham, Washington. Shore went from 104.1 to 104.3 and KAFE did the opposite, to improve Seattle move-in KMCQ, Covington at 104.5. Shore and Astral are already pretty tight. The Astral Media Radio Sales rep has been handling Shore 104's national sales since it signed on in mid-2009.
